Abstract

This work aims to assess the extent to which the creation and implementation of the Bank of Lots by the City Hall of Goiânia, in the year of 2007, contributed to the improvement of the urban insertion of low-income families in the city of Goiânia. (Municipal law No. 8,534, of May 31, 2007). On the premise that the full exercise of the right to housing is directly linked to the opportunities for access to mobility, urban infrastructure, community facilities and public services. Through the application of this legislation, between the years 2007 and 2011, 6,649 lots were incorporated into the municipal public patrimony, distributed in eigth neighborhoods, located in four different regions of the city. This stock of lots was created in order to subsidize the implementation of a municipal housing policy aimed at democratizing access to urban land for low-income families. To assist in the process of investigation and research production, theoretical bibliographic review activities were carried out in order to expand knowledge and concepts about the constitution and implementation of the main legally based political instruments for intervention in the urban land market. In addition to the case study of Residencial Santa Fé I. To accomplish the case study, and evaluate the quality of urban insertion of the public land stock located at the Residencial Santa Fé I, the Ferramenta de Avaliação de Inserção Urbana (FAIU) was used for the Minha Casa Minha Vida Strip 1 projects, developed by the Espaço Público e Cidade laboratory at the Faculdade de Arquitetura e Urbanismo da USP (LabCidade) and the Instituto de Políticas de Transportes e Desenvolvimento (ITDP Brasil).
